We're moving our boundary one street east, so the new boundaries for the Northcliffe Village Residents' Association are as follows: St. Clair to the south, Dufferin to the west, Rogers to the north and Oakwood to the east. Let your neighbours on those streets (Conway, etc.) know. They can join the association by signing up here.

Oakwood-St. Clair Parkland Study Virtual Open House (November 24th)
The Oakwood-St. Clair Parks Plan is here! Join the virtual open house on November 24, 2021 to learn more about the study outcomes and the new parks plan.
The City is studying the parks and outdoor spaces in Oakwood Avenue and St. Clair Avenue West neighbourhood to identify opportunities for improvement. These improvements could include park upgrades, creating new parks, and better access and connections between parks and other public spaces. The findings of this study will guide short and long-term improvements to the local park system. Pandemic Fails to Squash Pumpkin Carving Enthusiasm
It was the first in-person event with the Northcliffe Village Residents’ Association (NVRA) and the Regal Heights Residents’ Association (RHRA) in more than a year and a half and people were ready to celebrate.
More than 250 children and adults streamed into the parkette at Northcliffe Blvd and St. Clair Ave. W. on Saturday, October 23th for the associations’ Annual Halloween Pumpkin Carving.
The associations provided pumpkins and safety knives for this free event. In order to keep things safe, all participants had to wear a mask and carvers were kept well separated.
For the first time, the event included live music by a band of local musicians called Unchained.
“Most participants noted it was wonderful to finally be getting together again in person with people from the neighbourhood. We still need to be cautious, but it’s a glimpse of what’s to come once this pandemic is over,” said Maurice Williams, Chairman, Northcliffe Residents' Association.
Special thinks to Councillor Ana Bailao’s office and the City for their help and support along with Rona Home & Garden in the Stockyards for the generous discount on the pumpkins!

Restoring Tree Coverage
In Brown + Storey Architects Inc.’s July 2021 presentation titled “Prospects and Potential Systems in the Oakwood/ St. Clair Parkland Study Area", it is clear the tree coverage in Northcliffe Village is disappointingly low.
The drawing in the presentation depicts the location and size of trees across the Oakwood/St.Clair Study Area, the affluent neighbourhoods to the east such as Forest Hill, Casa Loma, and Wychwood Park have far higher tree coverage then our area
The Board of the NRVA thinks it is time to do something about it. As a first step, we are planning to take an inventory of all the properties that can accommodate a tree. Our working group consisting of Northcliffe Village Residents’ Association, Regal Heights Residents’ Association, Regal Heights BIA and St. Chad’s Anglican Church made a one (1) hour presentation on June 7, 2021 to Councillor Ana Bailao and City staff on a number of recommendations from our report submitted on March 18, 2021.

We have reviewed the nearby park facilities and submitted a number of recommendations on March 18, 2021.

Area organizations launch traffic initiative
The City of Toronto has promised to work with four organizations in the St. Clair West corridor to try to control traffic problems in the area.
Traffic is a growing issue in the area and it’s going to get worse as new developments come onstream. The City has been dealing with the issue in part by installing traffic lights.
But traffic signals and other measures can cause unintended problems, such as rerouting cars and trucks off major roads and onto residential streets. They can also be controversial and cause friction between neighbours. That’s why the four area groups are looking for a better approach.
The Northcliffe Village Residents’ Association, the Regal Heights BIA and the Regal Heights Residents’ Association met with are Ward 9 Councillor Ana Bailao and City officials on February 8 via video link. St. Chad’s Anglican Church is also supporting the initiative.
The four organizations – dubbed the Community Study Group – urged the City to conduct a traffic study of a large area from Rogers Rd. to Davenport and from Dufferin to Winona. The suggested study would factor in the additional population density caused by four major condominium projects to be completed over the next four years and take into account current and forward looking demographic information on the affected communities. The resulting data would provide a scientific basis on which to decide the most effective traffic control with the least impact of residential streets.
However, Councillor Bailao said the City’s practice is to consider traffic control measures on a case-by-case basis, prompted by specific requests from residents and groups. She noted that there are currently about 20 such requests under consideration in Ward 9, although no traffic studies are currently underway due to the pandemic.
Councillor Bailao agreed to review material submitted by the Community Study Group, to keep them informed about traffic initiatives in the area, and to work with them to resolve specific traffic issues in the future. To that end, the group has requested that Michael Jacoby, a constituency assistance to the councilor , be the City’s contact person, with a mandate to inform and review any proposed changes or requests that will impact the study area.

Based on the February 8th meeting with Councillor Ana Bailao and City Staff from Traffic Operations, we can update our residents with the following information:
An interesting takeaway from yesterday’s meeting is that the Councillor can still go ahead with the installation of the traffic light even if Traffic Operations does not recommend it.

- Councillor Bailao has agreed to review the written submission made by the coalition (Northcliffe Village Residents’ Association, Regal Heights Residents’ Association, Regal Heights BIA and St. Chad’s Anglican Church) about the community traffic study with personnel from Traffic Operations.
- Councillor Bailao has also agreed to review the written submission made by the Board of the Northcliffe Village Residents’ Association regarding the proposed traffic light at Cloverlawn Avenue and Dufferin St. with the personnel from Traffic Operations.
- Upon completion of her reviews in (1) and (2) above, Councillor Bailao will arrange a meeting with the respective parties for further discussion. No date has been scheduled as of yet.

Traffic Light Update (January 22, 2021)
In response to our posting on January 19, 2021, we can update our residents with the following information:
- A meeting with our Community-based traffic group will take place on Monday, February 8, 2021 at 6:30pm to discuss traffic issues and a plan for the community. Staff from the office of Councillor Anna Bailao and the City of Toronto will be in attendance.
- In regard to the proposed traffic light at Cloverlawn Avenue and Dufferin Street, Councillor Bailao’s office confirmed the traffic light is under investigation and Traffic Operations will initiate the feasibility study. There is no scheduled activation.

We’ve asked Davenport Councillor Ana Bailão to conduct a traffic study in a broad area along St. Clair West to determine the most effective ways to control traffic volume and speed. So far, we have received no response at all.

Greenspace in front of Green P on Westmount
It came to our attention that the small green space in front of the Green parking lot on Westmount needed some TLC. The grass wasn't maintained and the trees had died long ago. We approached Councillor Palacio's office to discuss the replacement of the trees and to have the space landscaped and maintained. The talks are still in progress and we'll let you know what happens.

Planter Rejuvenation
Last September, we noticed the neglected and overgrown planter on St Clair near the new parkette. Our board as well as some neighbourhood volunteers took the initiative to pull the weeds, remove the garbage and turn the soil. We have also initiated talks with the city to have the planter planted and maintained by the city.
